How do I know the advertisement for puppies for adoption is not a scam?

I am from the Philippines and I sent an inquiry through e-mail regarding an ad which said she has maltese puppies up for adoption. Apparently, she’s from New Jersey. She said in her e-mail, “You will only be paying the shipping of these puppies and their adoption fees which will cost you $150 for one and $280 for both of them.” When do I pay and how can I be sure that this is not a scam?

100% I am sure this is a SCAM

first of all this is NOT an adoption.. only animal shelters do adoptions and they NEVER adopt to people they do not meet and check out..
in fact no good breeder would EVER sell pups to people they have not met and checked out..

I can pretty much guarantee that this is a SCAM
